Where computer programming is the focus, I do not believe that the knowledge and skills required to become a competent programmer can be developed solely through cycles of independent practice and formal assessments (which may occur in settings that over-emphasise 'doing'). A degree of deliberate practice is required, in my view, and for beginners such deliberate practice will often need to be facilitated; typically, in ways that are specific to an individual learner (e.g. soft scaffolding), may require intervention across learning domains (e.g. self-enrichment), and address a range of intermediate learning objectives (e.g. understanding before applying). As examples, those whom are unable to trace code correctly because they do not apply operations consistently are unlikely to succeed at writing a program and those whom believe programming ability is a 'fixed' natural trait are likely to stop practicing altogether as soon as they encounter difficulties.
